I understand that having Chadian troops in Kidal may not be what some people want but if a solid agreement is forged right now to work with France, the United States & Chad to drive out the islamist, this will create space for Blue helmets to enter the zone. When this happens, tourism will return. There is tremendous diplomatic pressure on Bamako to vote in a new government. The idea is to bring the MNLA & Bamako to the table for negotiations.
Providing Intelligence to the US and France in the fight against AQIM will demonstrate the resolve of the Tuareg to rid their land of terrorists and set conditions for the return of development and tourism, the US and France will likely be among the major post conflict contributors to help build up civil infrastructure needed. The US and international community will likely help with development and humanitarian programming in the Tuareg areas but a key condition required for return of NGOs will be establishing good security to prevent kidnappings or attacks. If the security in these areas is in doubt NGOs may not return and Tourism won’t; now is MNLAs chance to rid Mali of AQIM and improve conditions for the future.
The US is deeply concerned with the potential of reprisals by Malian soldiers against Tuaregs and we need to stay accurately informed. MNLA should make both the US and France aware of any reprisal actions by Mali or other west African troops against the Tuaregs and make sure that anything of this sort is well documented and reported through media outlets and to Human Rights watch.
France does NOT trust Bamako to do the right thing and there is a push to reduce Mali soldier involvement and replace it with other Africa forces.
